The question comes up initially as it looks like when the pool is cleaning the float valve keeps the skimmer from pulling into the basket. The float valve can be placed in the bottom of the skimmer in any orientation, as long as the flap is at the bottom.

Skimmer diverter plates allow pool owners to determine where the water suctioned through the pool skimmer goes. I could be wrong, though. Take a guess, then see if you got it rightRelax. They do not rust, but will scale, and crumble around the edges. The StaRite and Hayward skimmers have handles that serve as the weight for the basket. If you do not have a floor drain, or equalizer line in the wall or a 2nd skimmer, then it may be capped and there is no point of adding a float diverter.
Check yours out-- it may in fact be operating as intended. There is a bit of a mismatch in the dining part of the room -- and not just along the left wall -- that, if corrected, could achieve balance/symmetry for the room.
Baskets break, kids play in there and you run the risk of this rock blocking a suction line. That piece seems very "heavy" compared to everything else in the dining part of the room, especially the brass three shelf unit along the left wall. It floats up when just sitting in water but when the pump starts up there really isn’t any impactful suction from the weir opening. The Float Valve has a (or should have), a throttling plate screwed into the bottom that covers (or uncovers) a hole, in the bottom of the Float Valve. The main drain is connected (most often) to the front hole, and the rear hole goes to the pump.
Because the furniture along that left wall seems off balance -- lacks symmetry -- the two sconces on the left wall, one of which is in the living/seating space, seem to "need" a single long piece centered between them or balance needs to be created another way. We have a lot of frogs and I'd hate for one to get under and sucked into the pump.
How would they work if stuff got under them. Mine has the flapper door and the basket floats.
